Portugal asked for tenders for realizing ambitious naval shipbuilding program according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1913 No. 3

An item reported that the Portuguese navy department opened on 15 January the registration for tenders for the building of 2 cruisers, 6 destroyers, 3 submarines and 1 submarine mother ship. Interested were American and British firms namely William Breadmore and Co., Hawthorn, Leslie and Co., Armstrong, Vickers, Yarrow, The Conventry Ordnance Works, Palmers Shipbuilding and Iron Co., John Brown and Co., Cammel, Laird and Co., Fairfield Shipbuilding and Engineering Co. and John Thornycroft and Co.  According to rumours were most likely the British firms Armstrong, Vickers and Yarrow who would purchase the orders.
